merge into one file:
start new image in photo paint, with the image being larger than the combined images in both dimensions.

take each map section and open in photo paint, copy, paste as selection into the new image. it should be floating, allowing you to place it exactly where you want. once all in new image use crop tool to make new image the size of the scanned map.

to turn into a vector graphics format.

save the image from photo paint, as jpeg or tiff.
open corel trace, and run the trace tool on it.
use the undo option as often as needed to get a usable vector image. ( settings for trace will have significant affect on appearance as vector graphic )

save the output from trace and import into coreldraw.

or, import the full image made with photo paint as background to coreldraw graphic.

yes, if you import the bitmap as background, or send to back.
then all splines will be in front of it.

for managing the object in the coreldraw graphic, use this:
menu->Window->Dockers->object manager

this opened a docked panel on the right, with full control of layers and items in the open file in it.
positioning, selecting...

working through the basic tuts with coreldraw will show how to customise the ui so you have the full control of the tools you are using most frequently, as well as positioning them to suit your workstyle.

While Corel do provide some very good Tutorials for their Product if you would like to post the Version of Corel Draw back there are alternatives from the excellent Learn Key products to something far cheaper.

I'll take it that you are using a version of Corel Dray from Version 8 Up wards to the current Version 12 and while these are different the main programs like Corel Draw and Photo Pain all have the same controls and work the same way so if you can find a set of the Learn Key Cd's for Corel Draw 7 - 8 you'll most likely get them for a song and still be able to use them with Corel Draw 12.

Failing that there was a series of Magazines released that dealt specifically with using Corel Draw 10 up wards and they may be useful to you. It really depends on which version of Corel Draw you are using and what it is you want to use it for as obviously doing animation is far more involved than just changing a few pictures around in Photo Paint.

Jacqui Has given you the right answer it should be fairly easy to do it that way.

I am using Corel Draw 12.
I have scanned a map in six sections as it is a big map. I want to join these sections into one. Since the scan is a bitmap, the picture resolution is lost on enlarging(Zooming). Can this sanned bitmap be converted into a corelfile which can then be edited. On this map existing power transmission lines and electrical subststions are to be shown.

Thanks Jaqui. This should work. Is There a way that the bitmap is imported as one layer. Then on another layer the outline is traced and objects placed as on the lower layer. Once done the bimap layer is deleted. Is it possible to do it this way?
How?
Please let me know.
