CPU usage in win 2000 pro

Why in heaven's name does the task manager report a constant 100% cpu usage at all times? Is this an actual, true figure? Can it be controlled?

If the CPU load is 100%, then check the processes tab in the task manager, and it gives you a breakdown of the programs, and the CPU usage. The onlyone to ignore there is the system idle process. This will show you the hungry program that is filling up your cpu. if it is a problem, get rid of it (end the task) or uninstall the program.

the answer was a good try, but I did in effect attempt the suggested remedy only to find that it cannot be dropped nad the priority cant be changed
