CPU usage spike

I just put my box together, and I’ve got a problem. First the specs:

Athlon XP 2.8GHz
on a DFI NFII MainBoard
512 DDR
64 MB Raedeon (AGP vid)
M-Audio Delta 1010 (sound card)
160GB HD 7200

Now the problem: My computer boots fine (first time I’ve had a “flawless” boot on first trial). The problem I noticed, though, was it did a bit of thinking when I would open up programs (not especially slow, but a bit of a stutter). I opened the task manager and checked the CPU usage and found it was around 2-10 percent when programs open were at idle. If I click and drag a window around the screen, though, CPU usage spikes to around %97. I was using Fruity Loops to do a .wav file rendering, and the CPU ran %100 the entire time, and rendered my computer useless during the duration (no pun intended).

I’m water cooling my computer with a Koolance block. The software temp monitor (Hardware Doctor?) said the CPU was staying around 30-35 degrees Celcius. With a peak temp of 80, I figured this CPU was not burning up or anything.

My graphics card (though poor in comparison to current cards) is more than adequate for handling a folder being dragged around the screen.

Why is my CPU spiking? Could both the software and my SmartPanel be lying about the temperature? What can I try?
