crash after installing e-geforce 7600 gt

Just installed a AGP video card on intel Pentium 2.66.
I later found out that I didn’t have the proper power supply.
I have a 250 watt…the card requires a 350 watt.
Computer would not go to post and black monitor screen.
I removed the card and plugged into on board…same thing.
I then plugged in my old AGP card in case the on board was disabled.Nothing.
I then checked to make sure I hadn’t loosened any cables on motherboard.
Everything powers up..hard drive..cd roms..led light on mother board.
No beep to indicate going to post and black screen.
Could I have blown something on the mother board.
There is no obvious signs (blown capacitors etc.).
