You can try updating your chipset, (VIA) video card, and modem drivers.

However, I suspect that what you have is Windows registry bloat.

How long has the present Windows installation been running?
If it is over 2 years, it may be worth the time and effort to wipe the hard drive, and start over again.
A fresh install will run cleaner and faster.

Short of a fresh install, spend some time cleaning up your system.
Clean out old and unneeded files from the following folders;
Program files\netscape\users\**\cache
Windows\cookies
Windows\temp
Windows\temporary internet files

Then, use a registry cleaner to clear out some of the bloat and bad links in the registry.
Norton WinDoctor, and OnTrack Fix-It are 2 that I use.

Shut down all back ground programs, and defragment the hard drive.

Another thing to check is if your modem and video card are sharing IRQ's.
In device manager, select my computer and click on properties to see the IRQ list.
Even if the modem does notshare an IRQ with the video card, try un-installing the modem from control panel/modems, move it to a different slot, and re-install it.

I'm a technician and came across that same problem the other day. The computer was running Win 98 and Norton (two common factors with your machine) An option to try is disabling Norton and see if that helps. Have you tried re-installing Netscape??
Hope this helps.
