Create a DR plan that's more than an insurance policy

Working for government we sometimes have to spend the dime twice. I have tried two different ways to get a backup system thru the budget process. One is to phase new servers in and relegate the old ones to be my backup server. This requires some upgrading to the old server but is cheaper than a new one.

Then I spec out a more robust server to begin with knowing it will become a backup server. The cost difference is minor compared to the payback I hope to achieve.
