create a proil

after cearte a simple user profil which wiil not get power in a NT Workstation,some thing apeare and i don’t understang because i can not shut down a session either my computer.
my idear was to create a simply user who will not get some power because my PC is connecting on the NET and i want to limite his time connection on his session. please forgive my mistake i’m waiting your answer bey
