Create .ico file for desktop shortcuts

How do I use a bmp or jpg and create an .ico file, then set it up as a desktop shortcut to something? I see that the ico files are inside of a dll inside of windows\system32 folder.

I have no clue!

You really don't even need to use a special icon producing program. Just go to Paint and resize your graphic to 16x16 pixels (under Image|Attributes). Save as a bitmap but using .ico extension. I use this all the time. Have fun!
