Creating a Policy Acceptance Page

I need to create a Policy Acceptance Page. some type of screen or page that appears on the patrons PC’s that they must click an accept button in order to get to the desktop. Currently the Patrons computers are unlocked using Cafezee software from a server. I can have the software run a program everytime the PC is unlocked. So some type of script or webpage that takes up the entire screen and that says what I want it to say, and that they can’t get buy it without clicking the I accept Button.

Any help or Ideas would be appreciated!
