Creating a scope within DHCP Manager.

Dear group,
I have a very short range set up in DHCP Manager in a simple LAN, now I want to increase the range, but need to recreate it. I don’t want to take any risk, therefore, I post these questions below,
My questions are:
1: Can I create another scope with same info, including router, DNS address, subnet mask and the range? Will it conflict the original or I have to delete the original first?
2: I need to setup some static addresses. Will the exclusion range does the work or I can set it up some where else?
3: If I need to change the static IP address for the server and router, where can I do it?
