Creating a VPN

We want to create a VPN so that an overseas office can work on local projects. We have a Win2k Adv Server and an Intertex IX66 router and dispite enabling VPN on the server cannot seem to create a connection. Is there a recommended software solution or a way inwhich we can configure the IX66?
