Creating a Windows Installer For VB.net

When I tried To Creating a windows Installer for My VB.NET Project and install The target file on anothe PC it dos't work.
Please help me,I need The all setps to Creat a succesfully windows Installer For VB.net.

I am currently attending my second training class on programming with VB.NET. It has been stressed time and time again that:
Any machine that will be running a program created in VB.NET must have the same version Windows.NET framework as the machine that was used to create the program. If the program will be run from a server, the server must have the same version framework as the machine the application was created on.

There is always installshield. But on a side note, the first reply is pretty much true. If you develop in framework 1.0, you must use the redistributable for 1.0 or the user must already have this installed. Likewise if you develop in 1.1(what vs.net 2k3 uses)the user will need 1.1 installed or you must install it from the redistributable. Now, windows 2k3 server comes with 1.1 installed, and in almost all cases you can run asseblies built on the 1.0 on the 1.1 framework. Hope this helps alittle.
