The answer is substantially the same, but what are you trying to do? Extend DOS with a shell? If you are going to write an OS from scratch, it hardly matters which OS you are using while writing the code.

If you mean putting DOS on a disk so it's bootable.

Then SYS A: C:

would copy the system files from a bootable floppy in A to the (usually) first hard drive C.

If you mean write an operating system, then you need to know why this is a really silly question before you even start.
