Right click a toolbar and choose Forms. The third icon is for a Drop down box. Insert it and then right click and choose Properties.
This will only work while the document is protected.

The last answer allows you to create a drop down list and is nice and easy - the designer of the form can just change its properties (RC the field) to add or remove items BUT it is not a combo box (user cannot type own choice) and the document needsto be protected which can be frustrating as an odd range of features become disabled on a protected document. Note that you can still make parts of the document editable by placing section breaks (Insert Break menu)around protected and editable areas. The Tools Protect Document menu will then let you denote which sections can be protected.

To create a true combobox you need to display the controls toolbar. This is the same range of tools used for creating forms in Word's version of VisualBasic (VBA). The document does not need to be protected but you need to know some rudimentary VBA to add items to the combo list. That is beyond the scope of this answer but if you need to design some serious forms, VBA is not that hard to get to basic grips with.
