critical cgm file converter

Hi
I work for a Shell joint venture company as IT focal point in my section. due to the extensive use of graphics and plots in our business, one of the solutions we implement to exchange graphics files between Unix and PC’s is the import/export of cgm files, the problem is ever since we upgraded all machines from win98 to win2000 we could no longer import cgm’s in power user account. only someone with Administrator privileges can convert and deal with them.
I’m in a serious trouble and would be gratefull if you find me the explanation and solution.
