Custom Page Numbering in Word 2007 Tech Manual

I am having issues with a number formate for a Tech Manual. It requires that I put a Chapter Header (Work Package Number) 0001; 0002; 0003 ect. In the Footer the page number uses the Chapter number and extends that to include the page number formated as 00-01; 00-02; 00-03 ect. Thus at the bottom of the page Footer I should have 0001 00-01; 0001 00-02; next chapter 0002 00-01; 0002 00-02; and so on for each chapter and page. The glich is I can not format the numbers the way I need them, if I use section in {Page} of {SectionPages} because of the front and rear matter, my numbering system is off. When I do my table of contents and indexes it just gives me a number in sequential order 1,2,3,4 and so on. Is there a VBA code that would give me the results I need. Quick parts and Fields are useless.
