customized groups and mmc

This is ths Scnerioe:
I have created a user group SA and an MMC called SA. To this SA mmc i have added snap ins for administrativr tasks ( create users, services etc)
Problem:
When users of this SA group try to work with any of the snap in in SAmmc they get Error 5 Access denied.

Is there anyway I can get past this issue. I cannot nest groups within groups also?
