Customizing Internet Explorer

Hi. I want to customize the Internet Explorer i.e. its toolbars and address bar should be in my control, programatically. This is similar to that when we open a new window through Java Script. but for that our code has to be interpreted through the browser. Can we open directly a customized Internet Explorer window.
