Cyrillic menus in Windows XP

I've just been hired as the webmaster and SysAdmin-in-training at my company. One of the holes in my personal knowledge base involves language settings on a PC (Windows XP Professional, Version 2002, Service Pack 2).

My predecessor was Russian, and set this computer to show SOME (but not all) application menus in Cyrillic characters instead of Western.

I've checked every place I know of in the Control Panel (Regional & Language Options) and elsewhere that relates to language or character settings. I found one setting for Cyrillic and changed it to Western and thought that would take care of it, but it has not.

For example, I've just installed Dreamweaver. Not only was the Install Shield 100% Cyrillic. I'm finding that some of the preferences menus and command menus still use those characters.

How do I purge my system of these so that everything is in Western or US English characters?
