Data beneath a Ghost image recoverable?

So here’s the scenario:

Company employees are allowed to personally purchase a laptop and have it loaded with the Company software image. The only software license they actually purchase as part of that arrangement is WinXP Professional.

Now .. said employee leaves the Company and Company policy requires that all data be wiped from the device prior to their departure. Guidelines state a third-level wipe is necessary.

Problem: Time to perform the wipe of the entire drive, followed by reinstallation of a clean install of WinXP is lengthy.

Possible Solution: Someone has suggested that we replace the current process by reimaging the drives with a sector-by-sector (exact copy including blank space) Ghost image of a like device.

The question is this: Does anyone know if the original data is recoverable in this scenario? If it is, the new option is off the table.
