Data Rationalization

Everyone one wants data to be captured in our company. However, we tend to collect so much data that it is never up-to-date because higher priorities eventually prevent the upkeepers of the data from doing it. I am looking for any white papers, etc. that deals with the human resource cost associated with collecting and keeping data accurate and consideration to rationalize, or only keep data that WILL be kept up-to-date. Any help would be appreciated.
