Default Domain Policy Issue

We are still a windows 2000 AD in the process of moving to 2003 I modified the default domain policy by defining the interactive logon message text and title to create a disclaimer after computer logs on. Then I ran secedit /refreshpolicy machine_policy /enforce after that I went back to modify the message and I receive the error windows cannot template when I select the security setting in the default domain policy. I am receiving event 1202 on the controller with the explanation Security policies are propagated with warning. 0xd : The data is invalid.

Any assistance would be greatly appreciated. I found an article on Microsoft site that looks like it might work…currently testing in on our test domain. Article ID 256000
