Default window size behavior in IE 5.5

Does anyone know how I can make IE 5.5 open in a "maximized window", when right-clicking on a link on a web page in IE 5.5, and selecting "Open in new window"? I understand that this seems trivial, but while supporting a considerable number of users, I have been getting this complaint with all of our win9X machines. Initially our w2k machines were behaving correctly. However, after several months, they now are also exhibiting the same behavior. Thanks for any help you can offer.

. From Windows Explorer start IE5. In IE5 right click any other URL and select "open in a new window".
2. Go back to the first IE5 window you opened and close it.
3. Return to the second window and manually drag it to fill the screen, don't use maximize button)
4. Hold down the Shift key and close this second window, using the close (X) icon.
