Defective hard drive won’t allow system to boot.

This Windows XP Pro system will not boot; apparently the hard drive is defective. I can boot to a UBCD4Win successfully only if I first disconnect the internal hard drive. The jumpers are correct, the BIOS recognizes the hard drive, I have configured the hard drive as the first boot device, I have tried a different drive cable. How can a defective hard drive prevent the system from booting to a different device?
