defunct dmain

i am the administrator of a domain. i was just kind of hurrled into the job and have a limited knowledge of windows nt 4.0. my domain deployed to a different country. the problem is that the BDC’s arrived and were brought up before my PDC. every BDCout there searched for the PDC, when not found some of them (all behind different firewalls) picked up as the PDCs. now i have broken down all the firewalls. i can also ping all of the BDCs. they will not however show up in my neighborhood. also i can not demote them as PDCs. Is there any fix for this short of taking them all off the domain and reconfigure them? my domain is very spreadout and travel is restricted. can i do this through netmeeting?
