Delay receiving emails in exchange server 2003

I have a user who is periodically having long delays receiving email msgs (outlook 2002 with exchange account). He is the only one having this issue. Send/Receive doesn’t pull them and she will suddenly receive a bulk of email that was sent hours before. The Exchange admin sees no issues on his side.
