Are you asking how to set up account permissions for users in Active Directory? If so, just use OU's and assign your users/groups the rights you want in the ADS MMC... Or am I missing what your saying?
Assuming you want to do simple user rights assignment, this is done by going to the Control Panel/Administrative Tools and selecting one of the "Security Policy" options such as "Domain Security Policy". From there, you can assign different user rights in different ways. For specifics, I suggest you visit support.microsoft.com and find a KB doc to assist you.

Delegate ADS
I need to give access to certain resources at certain levels (i.e. Help Desk Lvl. 1 = AD users and computers, reset password, etc.)
I follow the wizard but rights do not seem to be properly assigned. Also, need to be able to go back and see what delegations have been assigned.
