Delegate Control

Windows2K – I want to use the Delegate control wizard to allow a non-admin to create AND modify groups in AD, but the wizard only has a create groups option. I select that and tested to see if the user can modify the group after creating but the errors says that the user doesn’t have the necessary permissions. How can I set up a non-admin user to modify groups. Thanks.
