Delegate rights to domain controller

I have a couple users who need the ability to connect to our Win2K file server (which is also a DC) and see which users have which files open for a certain application. I have been performing the task for them by going to Computer Management > System Tools > Shared Folders > Open Files. I need to figure out a way to give them the least amount of rights to be able to see open files. Is there a way to restrict just this feature of Computer Management? Or is there another method for viewing open files on a server? Thanks.
