delete inhibiting a file

I can't seem to stop a file being deleted by users. I have a file that resides on a network drive that is in a folder/directory. Only certain users have access to this folder and its files. I denied "full control" and "modify", but they can still delete a file. How do I prevent users from being able to delete any files in this folder.

Sounds like you are using FAT32 file system. If you convert your network drive to NTFS you can place permissions on individual files.

Go into the Advanced properties of the file itself (on the SEcurity tab for the file, click the Advanced button on the bottom), then on the Permissions tab, select each user who should not be able to delete, and click the Edit button.
Then, click the Deny column for the Delete attribute. Click OK when done.
Do this for each user who should not have delete rights.
That should do it.
And this denying delete will overwrite any Shared folder permissions the users have (since a Deny trumps everything).
