Is it possible to delete a program with
"ADD/REMOVE" and yet still have references
of it in the registry?

Yes,you can have references of the programs in the registry, that were left behind.
Third party software is available to clean all references to the deleted program, and all files
Be careful if you decide to open registry
After opening Regedit locate the manufacturer
HKEY_LOCAL_MACHINE\Software
