Dell Laptop Does Not Recognize Bluetooth Mouse and Keyboard on Startup

I have a Dell Latitude620 just purchased that will not recognize a new Logitech Bluetooth Mouse and Keyboard. I installed a Dell True Mobile 355 chip. I can get it to recognize manually, just not on startup. Any ideas?
