Dell Laptop rebooting automatically. Fearing BIOS chip is fried.

I have Dell Inspirion 5160 which rebooting automitically without starting Windows. It doesn’t even go into Setup mode by pressing F2, F12, F10, etc. keys. I am fearing that it’s BIOS chip is fried. Any suggestions how to fix this laptop?
