Desktop display properties

When I right click on the desktop (Windows2000 Professional), select Properties, then the Settings tab and click on the Advanced button, I receive the following error message “An error occurred while windows was working with the Control Panel file WINNT\System32\desk.cpl”. I have replaced the desk.cpl file but this has not fixed the problem. What has caused this and how do I fix it.
