For some reason, the icons for My Computer, Network Neighborhood, Recycle Bin, and other folders has changed to a different version of the default icons instead of the typical ones installed by default. Plus, the "new" icons are following me aroundon every workstation I log into. Seems like a possible profile issue, but I am not able to use the display properties, "plus" tab to reset them either. Seems I can't locate and change the icon to the correct ones since they are not listed in the "change icon" dialog box either.

You could check your ShellIconcache del it. Reboot. Change the size of your icons one up then one down and this may return everything to normal. ShellIconcache keeps cached versions of your desktop icons.
If this does not fix the problem then it is more than likely a manadory policy.
