Desktop Menu (aka) Direct Access

I am the IT coordinator for the Adult Education Department at a city college. I have used Direct Access to minimize issues of program access.
Direct Access doen not work in OS after ’95. Direct Access (the company) no longer exist, so I Have not been able to upgrade nor have I found a suitable replacement.

For classes, Direct Access offers the most direct and easy to follow path to lessons.
Desktop environments lead to lots of files being moved, renamed, deleted… etc. even tho I cvan reboot and restore the desktop, it still is problematic.

As I am continually phasing in newer equipment I can not keep a consistent desktop screen that will allow a simple and direct path to a particular lesson. Are there any menu applications that are out there I can replace Direct Access with?
