Desktop shortcuts inoperable

Upon PC cold boot one morning, I double clicked on
a desktop icon for ACT! 6.0 and was presented with
the Open with... screen. I chose Act! and the
program loaded. The same thing occured when I tried to open MS Word and several other programs
from the desktop. The targets for each shortcut
icon are correct. Not all shortcuts were affected.
For example, My Computer and Internet Explorer
work properly. When I added a shortcut for another
program to the desktop, it would not work. Now
I cannot get the majority of the application
shortcut icons to do anything. The PC has been
running fine to this point. Applications load
O.K. if I go directly to the executable file and
double click on it. It appears that only the icons
on the desktop and some in the toolbar are affected. I hesitate to reinstall Windows 98SE,
because I do not want to loose Outlook Express
settings, etc. Have never experienced this before. Any help would be appreciated.

Sounds like windows got messed up big time - you could fix each shortcut by hand, or wipe the computer and re-install from scratch.

Well, I bit the bullet and reinstalled Windows 98SE over the
existing OS. Everything is now working fine and my Outlook
Express settings were maintained. Would love to know how this happened, though. Even though Windows 98 is often quirky, I still prefer it over XP for run of the mill work. Thanks for responding so quickly.
