Using CSS

I agree that CSS is a desirable and powerful technology. It is difficult to use (i.e., it takes more work than necessary) to create/use CSS (and XHTML) with Visual Studio and Microsoft, of course, only generates proper code that works with IE. I look forward to Whidbey and the XHTML compliant code (and who knows maybe they will support other browsers!).

I do disagree though that it is anymore difficult to use positioning and thousands of Web sites do all of their positioning via CSS. Most people don't position every piece of content though and just position "blocks" and let other styling or the natural flow define the layout within.
