Device Issue

Can Anyone Explain To Me What The “Scan For hardware For Changes” Options Does In Device Manager? I Have A Plug N Play Device that is not working, I Have Installed The Manufactuerers drive but the device fails to work. I have seen this option when Iright Click On The Device But Am Reluctant to use it Before I Know What It Does.
