I assume win95c/98 OS. Versions before Win95c do not support USB, even if you have the hardware. Try these steps:

1. Check your BIOS and make sure the switch "PNP OS" = "YES" you'll find this under shipset or other advanced options on the BIOS menu
2. Restart your computer in safe mode
3. Rt-click My Computer on the desktop and select "Properties" select the "Device Manager" tab, and hit the plus symbol next to the yellow question mark. Delete anything that appears next to the question mark.
3A. IF THERE IS NO QUESTION MARK, click the plus symbol of the device BELOW "System Devices," and delete anything that appears to the right.
4. Restart your computer. The system should ask for the drivers.

Sorry, but if USB is not enabled at the BIOS level, then turning on Plug and Play will not enable USB.

Look for Universal Serial Bus or USB setting at the Setup screens abd make sure it's "enabled".

Then if you have Win95b (with USB patch)or above, your usb device should be detected.

Also remember that you should power up the computer and be in Windows before plugging in the USB device.

If your system is a 98SE or ME there is a "patch" on Microsoft's site for this problem.
Go to downloads it's there.
