Devices not communicating within VLAN

Does anyone know why devices would not be able to communicate inside a newly created VLAN? I've tried different combinations of tagging on/off to no avail. Any insight would be appreciated.

My switch is a D-Link model DGS-1216T and supports VLAN's.

I answered my own question through research, so I figured I'd post the answer in case it helped others. The D-Link DGS-1216T switch is a *vlan aware* device, but it will not *create* vlans. You need a router or layer 3 switch to do that, and my router/firewall (IPCop) does not support that function out of the box. I hear another free firewall, Pfsense, has that capability and I'm currently investigating it.
