DFS Replication problem: Its working but only in one direction

I’m having difficulty with DFS replication. I have two servers. SERVER1 and SERVER2. I’ve set up a DFS root on both servers and setup 4 links. These started replicating from SERVER1 to SERVER2 and have now stopped. Any changes made on SERVER2 are replicated to SERVER1. Any changes on SERVER1 do not transfer to SERVER2.

Active Directory replicates both ways. NETLOGON share does not replicate from SERVER1 to SERVER2

SERVER1 is SBS 2003 SP2
SERVER2 is WIN SERVER 2003 Standard R2 SP2
