How would I remotely manage DHCP server from a client NT or 2000 workstation.

If you have administrator rights, use the NET USE command to map a drive to the hidden root share on the server running DHCP.
(net use x: \\your_dhcp_server\c$, for example)
Navigate to the \winnt\system32 directory on the server. Find DHCPADMIN and create a shortcut. You can copy this shortcut to your desktop. As long as you keep the drive mapping, you can now manage DHCP from the shortcut.

You can do this for other utilities as well (Usermanager, server manager, etc.).
