DHCP Configuration

I am working on a test environment of Active Directory domain consist of two Windows 2003 servers. I use D-link DSL-G604T router which was also providing DHCP service to network up to today, now I want to give DHCP server role one of the machines. My attempt has been unsuccessful
Configuration as follows
Server1 configured as domain controller + DNS server for the network, Server2 has DNS service installed and only hosting a delegated child zone
I installed DHCP server component to server1 ,create a scope , authorize server1 in the scope and activate the scope.
Server1 configured with static tcp/ip configuration and server2 is configured to receive the ip configuration automatically
The problem is, when I disable DHCP service on router, server2 is unable to find a DHCP server on the network , I checked the connectivity by pinging server1 from server two and command completed successful.
I know that by default routers do not forward broadcast traffic but I am not sure if this is the source of my problem or how to configure the router to forward broadcast traffic from server2 to DHCP server
I would appreciate any help and advice on this issue
