Does a hibernating machine keep its exisiting DHCP assigned IP address if the lease runs out? or does it get issued with a new one?

It depends on whether the original ip address has been taken by another machine. When a hibernating computer is activated into a network, it's ip address (last used) is checked and if available, then it obtains the same ip address as before.

If the lease expires and no other machine has taken it, then it will be taken when this machine is activated again. If the lease expires and another machine has the ip address, then the dhcp server should come back to the machine and essentially makea different ip address offer.
