DHCP – issues same IP or not at all

I have a DHCP server running NT 4.0 Server SP6a – I have checked the scopes several times and the same ip addresses are on the same cards every singel day. Their leases are supposed to release every 24 hours, but seem not to. What’s the problem?Thanks,
