DHCP problems – W9x WNT & W2K

We have a bit of strange problem occurring with dial-in users and those who access our network via ethernet and token ring. We have a mixed network of NT 4.0 and W2K Servers. Users dialing in our a mixed bag of W9x, NT 4.0 and W2K – the same for the accessing via ethernet & token ring. The problem is over the past month, we are getting ip conflicts with some of our Shiva dial up users. We are finding these Shiva people will grab an ip that is already in use with one of our ethernet or token-ring people. The only way we have been able to allow these ips to release is by doing a WINIPCFG release all/renew all or IPCONFIG release IPCONFIG renew then have each person shut down until one or the other has been able to successfully log in. Ican verify that a new ip has been given out via nslookup. Any thoughts as to what could be going on? Thanks.
