DHCP Service will not start

I have a server with NT4 SP6 on it with Exchange 5.5 SP4. This machine is a BDC and is (or was) my DHCP server. I shut down the server and replaced the NIC in it. After rebooting it I had two issues. 1st, nothing works in the Control Panel. When I click on any Icon it does nothing. I can't run anything from inside the Control Panel. My most pressing concern right now is the other issue. I can't get the Microsoft DHCP Server service to start. I connect to the services via another utility and choose start service. I get the message "Attempting to start Microsoft DHCP Server on //servername." The message then goes away and the service does not start. For now I can live with the control panel not working but I'd like to be able to use the DHCPService. Temporarily, I have set up DHCP on another server. Any help would be greatly appreciated. Thanks

Did you input the static IP of the machine in the new NIC?

Just a couple of quick questions:

1) why did you replace the NIC? Could there be other problems on the system that are tied into the NIC replacement?

2) Have you verified that the NIC is working correctly? DHCP service depends on other services having started correctly, just thinking that maybe another service is failing and the DHCP service may need it in order to start.

You mentioned that you were unable to use the control panel? Can you provide a little more info on that?

Unfortunately, it is starting to sound like these problems may somehow be related, in terms of major OS problems.

Sorry, but I am out of suggestions at this point. If you have a good back up, you may be looking at restoring the server.

In answer to the previous questions I was unable to input the IP address into the new NIC because I am unable to use the control panel. When I put the old NIC back in it kept it's IP address. I checked the service dependecnies of DHCP Server and they are all running except for one called "Group(TDI)". I'm not sure what that one is.

When I say I can't use the control panel I mean that nothing in there works. Any icon in the control panel that I click on, nothing happens. The server just sits there and acts like I never clicked anything.
