Diagnostic software-Platform Independent

What is the best PC Troubleshooting/Diagnostic program that is platform indepenent (Runs from a boot disk) that will test at least a PC’s RAM, HDs, & Video? I use tufftest right now but am not sure if its the best avaliable.
