difference b/w NTFS & fat 32 partition

suppose there are four partition one is on fat32(f drive) & other are on NTFS("c drive", "d drive","e drive") and on c drive "OS" is win 98 so when we logon pc the "f drive" does not appear on it's what's the reason. or vice versa

Windows 98 won't run on an NTFS partition and can't even see if without help. NTFS and FAT32 are two completely different file systems. While NTFS can read and write to FAT32 partitions, FAT32 cannot without an external program to "translate".
